Joseph Sullivan has thirty four years of supervisory, management and executive experience in the energy sector. Prior to joining Concord Engineering as Vice President of Energy Policy and Development, he most recently served as Director, Division of Economic Development and Energy Policy at the New Jersey Board of Public Utilities (NJBPU) where, while previously serving as its Business Energy Ombudsman, established working relationships with the New Jersey business community on energy-related issues.
In his roles at the NJBPU, he developed policies that created jobs, retained existing jobs and stimulated industrial and commercial growth in New Jersey through NJBPU policies and strategies in the utilities sector; specifically policy regarding the Energy Master Plan, the management of the American Recovery and Reinvestment Act funds in New Jersey and the promotion of the Clean Energy and Renewable Energy programs.
Prior to joining the NJBPU, Mr. Sullivan was the Director of Facilities at The College of New Jersey where he managed and directed the operation and maintenance of the TCNJ physical plant. Mr. Sullivan has also held management positions in both policy and program management for the New Jersey Department of Treasury and the New Jersey Department of Environmental Protection and Energy.
His private sector experience includes engineering and construction positions with Stone & Webster Engineers, Johnson March Engineering, and Catalytic Construction Company.
Mr. Sullivan is a 1977 graduate of Wilkes College where he earned a Bachelor of Physics Degree. He is a Certified Public Manager and has been a Certified Cogeneration Professional, Certified Energy Purchaser and Certified Energy Manager through the Association of Energy Engineers.
